Making water companies comply with discharge regulations

That’s only going to work if an independent regulator is willing and ready to step in and take over, for example by appointing other companies. Maybe like what happens when a company goes into administration. The monopoly that the water companies have means that they can afford to ignore regulations and just pay the fines. They have a lot of power because they know that nobody is going to shut them down.

You see something similar with the UK government. It considers itself not bound by legislation and above the courts.
